Letter to EAC -- Final Version!

I took suggestions from Doug Jones, Arthur Keller, Charlie Strauss, Laird
Popkin, Ed Cherlin, and David Mertz. I hope no one was offended. It was not
possible to take all these suggestions simultaneously.

It was a challenge to take suggestions from all these people (while
rejecting some of these suggestions) and weave them together into a letter
that flows okay, says what we want, and is not too long (I feel 2 pages is
max for this)--and not offend anyone... or at least not too many people.

Anyway, it's done.

I think it's pretty good. I think the input I received from the list was
excellent. My contributions to the letter weren't too bad either, all
modesty aside. I started a new meme: "public software for public
elections." That's a condensation of the 2nd sentence of the first few
drafts (I was never happy with the wording and others noticed it wasn't very
good so I took it out).
