Right. But those costs aren't for *software licenses*, they are for
certification/membership/support.

In terms of calculating costs of equipment, which is what launched this
thread, the OVC-Complaint mark is a different category of cost. We
also don't include an EVM vendor's utility bills or staff salary under
software licensing expenses... not because they're less, necessarily,
just because they're different.
