Yes and no. The development cost will be paid for out of research
and development contracts from HAVA money. And like Linux, you'll be
able to download anything you want for free. However, if you want
the version with the OVC stamp of approval, you'll need to be an OVC
member and pay the appropriate fees. That's how RedHat makes money
too. It's not clear how the collection of fees and distribution of
the EVMix CDs will happen in practice, but there needs to be a
funding mechanism for the OVC.
