I don't see why an external CD-R is less secure than an internal
CD-R. They both plug in. Unless you mean to use cases that can't
be opened by election officials under any circumstances. Anyway,
I thought we were going to run checks on the drives, and I also
thought that much of the point was to write checksummed and
signed data to the CDs, so that fudging the hardware wouldn't
help anyone break the system.
