The context as I understand it is the EAS' call for a panel on the role
of open source in voting software. Given that focus, I think all the
architectural advantages of OVC (paper ballot, etc) are somewhat
secondary. Obviously, they matter a whole lot to the final voting
implementation, but for this narrower panel, we're worried about the
source code status.
