Deliberately so.

What I'm pointing to in my prior note is different than the more subtle
points that you and Arthur have had differing attitudes about. I tend
to agree with you that the fine points of voting machine certification
and technologies are in need of -legal upgrades-.

But in my anonymity point, the "it's the law" was in reference to much
more basic features of the legal framework of elections: Voters vote
by secret ballot, and the winners are disclosed to all citizens. I
don't think OVC is in the business of trying to change those aspects
:-).

The stuff I call "discretionary" might be covered by less fundamental
laws, depending on jurisdiction. Those more epiphenomenal laws... ones
that we take with a certain grain of salt.
