This is data only for the raw vote selections.

Whatever headers, signatures, ECCs, favorite soup recipes, or other
stuff we might want goes on top of that. But all that other stuff is
of precise sizes, rather than dependent on individual election. We
haven't entirely decided what we want, but e.g. a DSS will be the exact
number of bits we decide to use, regardless what contests the election
contains.
