The article goes on to explain that although 1800 voting machines were
used successfully in the 2005 elections there are problems. The
machines all came from a single vendor (Netherlands Device
Manufacturing), the votes are stored on a memory card, and the
machines were ultimately hackable.

The constitutional problem stems from a law stating that citizens must
be able to understand the voting process.

The OVC system clearly overcomes all of the objections voiced by the
German courts.
