Open Document format bill in California, texas and Minnesota

Bills promoting Open document format are in multiple legislatures.
Hopefully this requirement for government records would carry over to
voting system data formats as well.

Of course these are bills not laws and in the past we have seen these
become gambits to extract price concessions from the dominant vendor
Microsoft. Massachusets and some foreign nations have followed
similar paths only to reverse course after intense lobbying.

Thus despite the attractiveness of linking this concept to voting
records one also does not want to be on the opposite side of
microsoft at the lobby table.
