Or rather,
why do the deaf need to use anything accessible? can't they just vote
normally?
And the manually indexterous presumably use some sort of phone don't
they? Is a 12 button key pad significanly worse than a 5 button
remote plus a 6th button to cast the ballot like many touch screens
have?
