Alan,

I like your suggestion of institutionalizing neutrality, but I would
suggest a small change.

"It must be assumed that the people building the voting system and the
people running the voting system CAN have strong partisan views.
Mechanisms must be built into the voting system to neutralize these
biases AND PRESERVE THE INTEGRITY OF THE ELECTION PROCESS."
