It is obviously a risk. So is sending a ballot in an envelope. As I
said before, anybody who thinks that a ballot in an envelope can't be
read without opening the envelope shouldn't be in this business.

I also said that I thought the military did a better job of managing
its own secrets than any election board. Certainly the military knows
how to wipe files so that it can't recover them.

But I don't insist. I ask whether military voters would consider the
risks acceptable in order to ensure that their votes would arrive on
time and be counted. Ask _them_.

The current system, with about a 50% reported rejection rate, is unconscionable.
