Thanks. At this point I am fairly certain that the whole thing is a
hoax. Unless we get much better information than this, I will have
to withdraw my $100 pledge.

It's certainly OK with me if you don't pursue it. But it would also
be fun to see how far this crook will go to try to extract money from
you. $20 for a phone call indeed! Maybe you can ask if he will send
you a picture of the voting machine?
