Draft Phased Plan for OVC Development

This is a draft phased plan for OVC Development. Comments are welcome.

Phase 0. Develop a working prototype of a central (or county-based)
ballot tabulation system. This demonstration system is a replacement
for GEMS or the like.

Phase 1. Develop a production-quality central ballot tabulation
system. This system also includes (a) a subsystem for maintaining
the contests, jurisdictions, ballot styles, etc., (b) and official
reporting and analysis subsystem, and (c) an unofficial reporting
web-based system that supports drill down to the precinct level from
the web.

Phase 2. Develop a production-quality central optical scan batch
reading system that supplies input to the central ballot tabulation
system.

Phase 3. Develop a production-quality precinct-based ballot-at-a-time
optical scan ballot reading system that places data on a CD or
cartridge for physical transport for input to the central ballot
tabulation system. This system should initially support hand-marked
ballots and electronic ballot markers, and should be extended to
support electronic ballot printers.

Phase 4. Develop a production-quality electronic ballot printer
supporting multiple languages and ballot types and an electronic
audit trail with a graphical user interface, a production-quality
electronic ballot printer supporting multiple languages and ballot
types and an electronic audit trail with an auditory interface, a
ballot verification station with a visual and/or auditory interface,
and an upgrade to the precinct-based optical scan system to support
reconciliation with an electronic audit trail.

So far all of our software development has focused on what I'm now
calling Phase 4. Let us start the effort to develop what I'm now
calling Phase 0.

Some of us are writing a proposal for Phases 1 and 2, and this plan
and specifically Phases 1 and 2 are what I'm planning to present to
the VSPP on June 16.
