A couple of very small quibbles. You say EBIs and REBIs are "not generally
byte-wise identical to their corresponding EBIs because write-in names are
not recorded in full on barcodes." In production, assuming we go with 2-D
barcodes, there would be no reason not to include write-ins. With 1-D
barcodes, the reason for excluding them was compelling. The main reason
EBIs and REBIs are not byte-wise identical is that they indicate their
source (voting machine or bar code scan).

Here's another nice feature of using XML for the ballot I would like to see
in print somewhere: It provides another manual human-friendly audit
capability. That is, a person can read the text from the EBI or REBI and
compare it with the printed ballot to verify that the selections on paper
match the electronic record.
