Okay, well, you have a point.

So here's another start of a sketch. Here I try to show there are a number
of decisions to make once you decide on computer-based voting.

Once you decide on paper, there are a number of decisions to make about
that. I only start to show a couple of the decisions related to paper. For
example, do you reconcile the paper with the electronic record? (at least
one list member advocated ignoring the electronic record) Do you print a
complete ballot showing all the choices or just selections made? There are
many other decisions related to the choice of paper.

- Barcode
- Primacy (i.e., do we have the vote on paper with electronic audit trail or
do we have an electronic vote with paper audit trail?)
- Human readable text
- OCR
- Watermark
- Crytographic features
- Title
- Human handled (put in ballot box)
- Paper stock weight
- Paper stock - variable length (on roll) or fixed (letter, A4, or legal)
- Blank or pre-printed

Maybe a plotter would be good for this.
