There are at least two kinds of Paper Ballots:

* Summary Paper Ballot:
As in the OVC reference, print out only candidates selected by voter.

* Full Paper Ballot:
Whether pre-printed or generated at vote station, print out a list of
all the possible candidates, with a check or other mark next to the
candidates selected by a voter.

However, I don't think the contrast between "Paper Summary Ballot" and
"Paper Full Ballot" is much more difficult to get.

Analogously, there are at least two kinds of Summary Ballots:

* Paper Summary Ballot:
As in the OVC reference, print out only candidates selected by voter.

* On-Screen Summary Ballot:
As in many DRE vendors, display only candidates selected by voter
during a final "review" step.

Overall, having a *paper* ballot is the genuinely important issue.
Whether that Paper Ballot happens to be "Summary" or "Full" is of
secondary importance (I do prefer summary for a number of reasons, but
I would not be particularly unhappy with voting machines that printed
Full Paper Ballots).
