Anything that is non-random is an invitation for fraud. I could see a
hybrid approach where part of the recount is random with one or two
chosen by the candidates... but the overwhelming majority should be
randomly chosen or it would be quite easy to predict with a decent
degree of accuracy which precincts/areas the candidates would chose.
This would mean that a maldoer would only have to guess what the
candidates would chose (from a small set of possibilities) and
replicate their mischeif only in these areas. -Joe
