TAR -- Targeted Audit Recount rather than random recount

Regarding these discusions about random recounts, I really believe a Targeted Audit Recount, one where the losing candidates pick most of the precincts to audit, will do a better job with lower numbers of precincts to audit. Most candidates for big offices know within 1 or 2 percent how well they're doing. If something is wrong, the losing candidates will know best where to look. That will cost less as well as being more effective.

If you were hunting pheasants, would you want 100 blind bird-dogs with no sense of smell running around hoping to stumble on a pheasant by chance or 1 good bird-dog with a nose that will find them?

I'd also like to see the audit include an optional mailing, paid by the candidates, to be sure the voters exist.
