I'm having trouble (as usual) hitting this deadline... I'm almost done
with all of the research but still need to write up a page to
page-and-a-half... I'm just going to write tad for the intro (as I've
got some great stuff in terms of research... you can add
OVC/UCVS-specific language later) and then talk about the grounding of
the requirements for a secret ballot in fed. and state law and fed.
and state requirements (the state stuff will be remarkably CA-specific
in the requirements area).

I apologize but it's difficult to do all my projects at once!
