I Can contribute section 2... I've got a great reference for the
genisis of the secret ballot that's not an easy book to find[1] and
can provide some decent history... I can then do the modern
requirements (FEC, HAVA, etc.) as well as state laws.

I'll need to get on this as soon as possible in order to not interfere
with my other work... I'll try to send a page of draft text within a
few days. If there are LaTeX style files for the submission, we should
probably have a pointer to those.
