The EVM2003 design is very nicely modular this way. The ballot
interfaces (GUI/RII) are basically tools to generate an EBI XML file.
The printed ballot is generated by an EBI-printer function. Or at
least it's close enough to this idealized form, with minimal
refactoring needed.

So if we decide to start using magic 3-D cubes as ballots, we just need
to add a parameter to the ballot_print() function so that we can call
ballot_print(ebi_data, output="3D-Cube").
