One thing that would be nice to arrive at is a design that is
sufficiently modular that issues of ballot encoding can be
easily changed. What is a barcode today could become print
tomorrow or encoded in a 3-D cube output from one of those neat
3-D printers the day after tomorrow.

As I've said several times, what would be nice to have is an OVC
framework that can be easily retargeted to make a variety of
different voting systems.
