This is a bit of a push from terminology of the EAC: "User-Centered" (e.g.
Procuring a User-Centered Voting System)

I assume the "user" the EAC is talking about is the voter. It's a fair
question whether or not that's what they mean (as opposed to, for example,
the election administrator).

We should probably ask for a clarification from the EAC: Do you mean "voter"
or "election administrator"? Just who is the user?

 We need to survey voters about barcodes. It seems they trust barcodes but
I don't really know.
