I found what I think was the link to the proposal on the Ohio SOS website, but
the link was dead. Did you get a chance to look at the proposal? What are
they asking? I presume they will be paying the submitter of the winning
proposal for the services provided in accordance with the proposal. How big
an effort? How much expertise? Could we somehow organize an "open source"
response, calling upon the expertise of those who frequent this and other
forums?

I presume that the proposal wants to address all aspects of their voting
system, not just the software, so we might need cooperation from other
groups.

Seems like just the sort of thing that would build credibility. Putting
together such a proposal might give us a template for similar opportunities
in California or other states where folks are beginning to recognize
difficulties with the system.

Of course, this is easy for me to suggest, since I have little or no expertise
in any aspect of this, just concern.
