The maple program that Frank wrote is a simple program of just a few
lines and is correct.

I say we use it to generate the type of charts Ed, Jerry and Laird
suggest for a paper on the topic.

There must be a way to have that maple program spit out results on a
web page for people to use as well, say spit out results for sample
sizes for all the likely candidate margins (say 0.5%, 1%, 2% to 15% in
1% increments), given the other inputs (total # of vote counts, max
margin-shift/machine, and desired probability), but I'm not technical
enough to do it - although I can provide a BSD server
( to host it, and it should be open source and the
source code made available.
