The TGDC has overruled or ignored some NIST recommendations. I suspect
that it's accurate to say that the EAC lets the TGDC make technical
decisions. The TGDC works with NIST, but NIST folks have limited
election expertise (they are learning fast, though), while TGDC is
dominated by elections insiders (with only a few members who know
much about computers).
