I'm going out on a limb here, but I believe Dick's question was what
would it take *for the OVC* to get it done. I'll post some ideas on that
topic a little later, but again a proprietary solution (in whole or
part) is obviously off-topic for this list.

Sticking to the objective (an open, trustworthy, auditable voting
system) doesn't mean you can't be adaptive.
