For the record, my support for open source central tabulation with
industry-standard off-the-shelf scanners (Canon, Fuji, HP, whatever)
isn't based on disdain for the OVC precinct-equipment concepts.

Rather, it's a matter of speed - OVC can build a tabulator faster, one
that can "eat" the paper output of most other existing systems and be in
place in a short period of time...and wouldn't "get in the way of" later
open-source precinct equipment by OVC or anybody else down the road.

If anything, it occurs to me that once a good tabulator is in place,
some other company could build precinct-level equipment meant to produce
output that OVC or OVC-variant tabulators could "eat"...or it could
simply eat paper ballots with Rhode Island-style tactile features and
audio tracks for the language and sight impaired communities for the
absolute cheapest possible solution...or a near-term fix while remaining
legal and technical issues (real or percieved) are worked out.
