Folks OVC is not alone here.

The OASIS EML TC has a formal specification and
is a broad community of government, vendor and
solution provider entities with an open public
process. It's hard to argue against broad
involvement and an open public process.

Ensuring that US voting systems have to adher to
OASIS EML 4.0 specifications would go a long
long way to opening this whole closed dark
world up to public review.

One way here is to have open source
components developed to support EML 4.0
and then made available to solution providers
to allow an open marketplace to emerge as
a key enabler.

The http://emlvoting.org is now an open source
project aimed to delivering the foundation for
that.

Keeping the pressure on and making the right
incremental steps here is the way forward to
ultimate successful outcomes.

OVC and OASIS EML looks like a very strong
combination....
