I don't see how this is an issue. The fact that there *will* be new elections
each year provides the economic incentive for support and maintainance of
those elections, reguardless of the voting scheme used. Also, one of the
goals the OVC should be aiming for is reducing the support costs as much as
possible, not maintaining an 'economical environment' for the vendors.
