From Dr. Jean Camp (NSF/Harvard Symposium): vote draft annotated best practices

Jean (and her grad students) seems to have polished up the Digital
Voting "Best Practices" document quite nicely. I have a hunch that
some was influenced by my comments, and by the academic paper Arthur,
Joe, Arnie and I did (and maybe by the other one that had me and
Arthur, and Karl and Alan)--but not as direct quotes, I think.

Anyway, it's probably best to forward any final comment through me
since I was an attendee (or through Eron, but he seems inactive pending
his move to my parts). I skimmed the document, but it looks good
enough for general promotion at a first glance. Btw. I include the URL
rather than the attachment in case any updates are slipstreamed (I saw
a couple minor typos, for example).
