Likewise. So where does that leave us? Can we do a city election
without this bill?

I am going to suppose for the moment that the political system is
intractable under present conditions, particularly the unwillingness
to be seen to be spending money. What can we do instead?

It appears to me that what we need is a highly public portal where the
public can try our system in full, not just as a one instance demo to
print a ballot that you cant cast, but by creating and running their
own elections. School elections, union elections, elections for
non-profit boards and corporate boards, political party elections, and
straw polls of any kind. Make the software available online, including
the ballot design software, and publish the procedures for a valid
contest. This means making sure that voters get one ballot each,
through a registration and validation process or any other means. Make
it clear that the system cannot be used for Internet voting.

Then start a viral campaign to get the public to use the system in
person and by mail (with procedures just like absentee balloting) for
whatever can get the most publicity.

The nature of our problem with Bowen was well understood by Franklin
D. Roosevelt. In a discussion of a proposed labor law, he said,
"Gentlemen, you have convinced me. Now all you have to do is to create
a mass movement to force me to do it."
