Just to clarify: Bowen doesn't support waiving Federal certification for
Open Source voting solutions e.g. giving Open Source solutions a "free
pass". She did *not* say that she doesn't support Open Source in general or
the OVC in particular.

Personally, I think the proposed legislation misses the mark at best and
gives the impression that OVC/Open Source solutions are *incapable* of
meeting certification at worst.
