Upon further reflection, the margin shift can be as high as 200%
theoretically, so the maximum vote shift would be 100%, not 49.9%.

However, of course it is unlikely that 100% of votes would ever be
cast entirely for candidates other than the candidate that a fraudster
was rigging an election for, or that any fraudster would be dumb
enough to target 100% of available target votes.
