Oops. I meant of course "any vote count with over 2 * the vote shift
max" or any vote count with over the assumed unsuspicious amount of
margin shift from the polls, the voter registration, or prior
elections should automatically be slapped into the audit sample. This
is a logical extension of the definition of assumed maximum vote shift
per vote count as being the maximum amount that is considered not to
be suspicious.
