Ginny, you said that Oregon does not use precincts. I assume you
mean because Oregon uses mail-in ballots. However, I'm wondering the
degree to which the ballots are divided into jurisdictions for
tabulation and whether those jurisdictions could be considered
precincts. For example, do they tabulate all of Portland at once, or
do they subdivide Portland into regions? Do they tabulate Portland
and the suburbs together or separately?
