Thanks for putting some thought into this, Ron. The text is scheduled to
return from Legislative Counsel on Feb 7. The Senate's hearings on open
source software for elections is on Feb 8. There won't be time to revise
the language before then. Our [ever-changing, ever-evolving] plan is to
introduce the bill as revised by Legislative Counsel, then revise it in
committee after it's introduced.

So, before we do anymore iterations, let's see what Legislative Counsel
gives us. We have to engage some people in the Capitol building in the
process anyway, so we may as well wait until then.
