This is a good reason for 12 (or more) good people and true to review the claims of expert evaluators. Just like when a jury listens to expert testimony, the truth will out. What is needed is a forum and a set of rules so that experts may contend. Marketplace of ideas, anyone?

John and Mary Q. Public cannot review the software because they are not computer-savvy. They can be forced to trust vendors, or they can be forced to trust computer-savvy folks who read the vendors source code and say, "yep, it's ok."

Either way, the average non-technical voter or interested citizen can't evaluate source code, and cannot effectively observe election procedures that take place in a computer.
