Update OVC web site

I'd suggest:
- Update the home page. Something like:
"The Open Voting Consortium

The Open Voting Consortium (OVC) is a non-profit organization dedicated to
the development, maintenance, and delivery of an open voting system for use
in public elections.

We are currently developing free voting software to run on very inexpensive
PC hardware. The OVC voting system will accommodate different languages and
scoring methods, as well as voters with special needs. We have demonstration

- Update the 'news' page with the formation of the OVC, and the addition of
the various board members.

I just got off the phone with Kim Zetter of Wired magazine. The OVC will
get a paragraph or so in an article that will be out tomorrow. There will
be a link to our website in the article.
