It certainly isn't economically viable now for OVC. Note that I put this in
Phase 3 of the strategic plan. We're still in Phase 1.

I don't see OVC doing this. I don't see any way to supervise a secret
process to which we don't have access.

We are only interested in OpenTest. That is, testing systems that have
received the OVC Listed service mark. This way, we can freely publish
everything -- including all the test cases performed and the results of each
test case.
