No need to pick just one standard to support. You can in priinciple support multiple standards.

Since the IEEE P1622 committee is working on something comparable and
the major election vendors are cooperating in this endeavor, and
considering OASIS EML, would it be better to adopt that when it comes
out. We have several OVC people on P1622. I'd encourage others to
join that committee and affect the deliberations.

Our own Kurt Hyde has a key role on P1622. Perhaps he can give us an update.
