Hello Kurt:

I'm not an expert on HAVA but I thought it was
basically silent on what new sort of voting machine
the funds associated with it could be used for. I
recall that it was basically an issue of not this old
stuff (punch card or lever). So, if HAVA is basically
just a funding mechanism how could one be 'cheaper
than HAVA'?
