I haven't noticed a Clinton bill. I have seen, however, HR 550 by Rush
Holt (http://thomas.loc.gov/cgi-bin/bdquery/z?d109:h.r.00550: ), which
is a very good (though not perfect) bill. In addition to requiring
voter verifiability and making the paper record the definitive record
of each vote, it requires federally-conducted hand recounts in 2% of
precincts, requires the disclosure of all software sources, prohibits
wireless communication devices in voting systems, toughens system
certification requirements, and somewhat improves enforceability of
these and other requirements. I'm preparing comments describing how the
bill can be improved, and plan to submit them to my representative (Sam
Farr), who is one of the original co-sponsors.

Back to the topic, I don't see anything in HR 550 that bans thermal
printers.
