Here's one point I meant to include but forgot:

Voter confidence is paramount. Notwithstanding technical validity of any
system, the trustworthiness of the system must be readily apparent to the
voter. This means that simplicity, openness, and clarity should be
preferred over sheer technical virtuosity. Most people are not computer
scientists and will not appreciate overly complex technical methods.

Our valid open voting system should be as technically sophisticated as
necessary, but no more technically sophisticated than necessary.
