There is quite a significant stylistic and qualitative difference between the
technical report and the recommendations report.

The 330-page technical report is, I think, one of the most outstanding reports
yet and it is more readable and concisely organized than most.

The recommendations are so bad I am becoming much more curious about who was
behind them.
