If I understand the narrative that Marc has provided in lieu of a
straightforward exposition of how dumb scanner data is transformed
from dumb data to a file describing which ovals were colored-in,
there is some process by which each dumb scanner being used is
programmed to make this transformation. The process involves a ballot
image obtained somehow, presumably using the dumb scanner (?). What
is not clear is how all this is done and what would be involved to
transform the scanned data to the form desired. Pseudocode for this
would be helpful. It would also be helpful to hear how different
ballot styles would be dealt with.

To my mind the narrative detracts from a clear explanation of what I
need to know.
