You're counting precincts. Why not also count voters. Give the
undervote rate as a fraction of the number of ballots cast, not
as a fraction of the number of precincts reporting zero undervotes.

But, the argument is compelling. The GUI of today's DRE systems
most definitely needs to be improved. This is a human factors
problem, not an inherent difficulty with the idea of DRE voting,
but it demonstrates that DRE, as currently being sold, and as being
used in New Mexico, needs improvement.

I should note that Florida's numbers suggest that agressive programs
of voter education about how to use a DRE machine do work, and that
they end up with DRE only about twice as likely to undervote than
mark-sense. Twice as likely to undervote, per voter, is still bad.
