Of course, the AVVPAT regs don't apply to ballot printers[1]... at
least that's what the SoS's counsel told us a while back. (Marc Carrel
(Asst. SoS) seemed somewhat perplexed about this set of regs. not
applying to ballot printers when we met with him this past summer).

[1] or anything where there is not an electronic record of the vote
intended to be the official record.
