Hello Doug:
I notice that Diebold uses registration bars all around their ballots which allows the user to put them in backwards and upside down from what would be normal human reading direction. I guess that means that Lindquist or his successors are willing to license the technology. Are there any non-prorietary ballot registration systems (in the terms of optical scanner registration)? I'm sure potential customers would appreciate not having to pay some per ballot fee. Also, are there ballot scanning systems that work on 20lb bond paper?

The basic registration bar idea for scanners is probably covered by
Lindquist's patents on mark-sense scanners. These patents were assigned
to Westinghouse Learning Corporation during the late 1950's and through
the 1960's. IBM's mark-sense scanners of the 1940s era didn't use
timing or registration bars, they used dead reckoning and made strong
assumptions about paper media stability (hence the requirement for
punched card stock).
